He personally led the discussions with key government bodies, including the Chief Minister of Sabah, the Sabah Ministry of Industrial Development, Sabah Oil and Gas Development Corporation (SOGDC), and the Malaysian Investment Development Authority (MIDA). These included appointing certified consultants to complete the Environmental Impact Report, engaging surveyors to conduct land measurements over a 400-acre land at SOGIP, and carrying out a comprehensive Business Feasibility Study and Feed Design in collaboration with a Chinese government-accredited institute.
